This is common and normal in young babies and children. It causes them no harm. Find out when your child does this and see if there are any moods (for example when bored, sleepy or upset) or situations that seem to encourage it. In young children, wearing nappies and inaccessible clothing can stop the problem, and in older children it can be gently explained what is appropriate and inappropriate behaviour in certain situations. Distraction often works well.
